In the year 2020 the judicial system has evolved, there was global panic as many acts of law had prohibited criminals from being released ever, the general public were still strongly apposed to execution but still all agreed they didn't want these people walking among them.  After some years the prisons across the world began to fill up, the criminals outnumbered the wardens and prison riots were nearly always ending in mass breakouts.  As things fell apart even more countries were resorting to shipping criminals abroad to foreign facilities but nothing worked.  Extremist groups were now voting for the death penalty to be brought back and this silenced the criminal rebellions enough to introduce a new criminal act.  Although the new system was a lot harsher it meant a lot of life criminals were being killed anyway and they were also helping military research.
